surely you know (are) server. that ye may put the mod to create the same

many players have problem on plan z

If you have a problem with Plan-z, you need to take that up on their site.

I have problems with the plan-adminastors

and no longer wants the plan was to

Yes (PIG) is my server
I'd wanted them to s4andmod had the same settings as the plan -z

and I did not want punk.buster

whether it is possible to create such a mod (S4AndMod)

You can not setup a S4NDMoD Server using plan-z settings. They are two separate modifications. While there are probably somethings possible with S4NDMoD that are not possible with plan-z, the same is also true that there are things possible in plan-z that just can not be done with S4NDMoD. You will just need to pick one of the mods. As for punkbuster & s4ndmod you can easily download the version on the homepage and install it without punkbuster. Simply download the files and replace the qagame in your server files.

Actually very few people have trouble installing PunkBuster; the problem is that users do not want to download PunkBuster because they will be caught hacking. See: http://www.pbbans.com/mbi-latest50-rtcw-lfb5.html
